Licensing violating buildings for certain conditions... New proposals to amend the building violations decree

Committee in the Ministry of Local Administration responsible for the amendement of Decree No. 59 of 2008, continue its work in studying the appropriate proposals for dealing with building violations. The Deputy Minister of Local Administration and Chairman of the Committee Loay Kharita said: "The new trend in dealing with the building violations is that each violation has its own private situation, and some buildings are possibly a subject for licensing although built in violation, if made to certain conditions, notably that are out of demolition cases."
The Ministry of Local Administration recently issued a resolution No. 837 the judge to form a committee to amend Legislative Decree No. 59 of 2008 for violations of construction, headed by Deputy Minister of Local Administration Loay Kharita. Kharita added that "according to Decree No. 59 of 2008, any violation of building constructed after 2008 cannot be settled, all building violations after 2008 are subject of demolition. However, through our meetings with citizens, show that there is an urgent need to settle types of offenses, and this settlement is a beneficial service to citizens and reduce the waste of public money through the demolition of offenses. "
President Bashar al-Assad issued a legislative decree No. 59 of 2008 and the judge to remove all the building violations and any kind of demolition, taking into account irregularities that can be settled. Regarding the cases due for demolition, al kharita said that " cases due for demolition are selected where there are no safety factors, where they are built on government lands, to be exceeding the number of floors allowed, and that the floor constructed cause a danger to the building, and be located on land was the instrument of acquisition, and be exceeding the certified plan."
It is noteworthy that many of the Syrian provinces have been active in the field of violating construction concentrated mostly in rural towns most notably in rural areas of Damascus and Aleppo.
